Sutter Health-affiliated physician groups are leading the charge in high-quality care across California, earning top ratings in the state’s annual healthcare report cards. From cancer screenings to chronic condition management and reducing unnecessary procedures, these medical groups are delivering care that’s timely, effective and patient-focused, according to the California Center for Data Insights and Innovation’s Office of the Patient Advocate.
“All of our associated medical groups received high ratings in either quality of care, patient experience — or both,” said Dr. Todd Smith, Sutter Health’s senior vice president and chief physician executive. “Together, we’re delivering industry-leading, clinically excellent care to 3.5 million patients and fulfilling our promise to make Sutter the premier place to practice medicine, conduct research, learn and receive care here in California.”

These ratings reflect Sutter’s service line model, which connects patients to evidence-based treatments, advanced diagnostics, clinical trials and digitally-enabled care — all within a coordinated network close to home. Physician-led and team-enhanced, Sutter’s service lines deliver nationally recognized care for both common and complex conditions.
About the Report Cards
The California Center for Data Insights and Innovation evaluates medical groups based on:
- Quality of Care: Performance on preventive treatment goals via the Integrated Healthcare Association’s “Align. Measure. Perform.” Program.
- Patient Experience: Survey results on communication, respect and clarity during visits.
Ratings are presented on a five-star scale, with five stars indicating “excellent” performance.

Out of 204 medical groups rated for care provided in 2023, the following Sutter-affiliated groups earned five-star ratings for quality of care:

Four-star ratings for quality of care:

- Sutter Independent Physicians
- Sutter Medical Group of the Redwoods
- Sutter West Bay Medical Group
Five-star ratings for patient experience:
- Mills-Peninsula Medical Group/Mills-Peninsula Division of PAMF

Four-star ratings for patient experience:

Medicare Advantage/HMO Results
Among 180 medical groups rated for care provided in 2023, the following Sutter-affiliated groups earned four-star ratings for quality of care:
- Mills-Peninsula Medical Group/Mills-Peninsula Division of PAMF
- Palo Alto Foundation Medical Group
- Sutter Medical Group
Additionally, Sutter East Bay Medical Group earned recognition for Most Improved, thanks to significant gains in Medicare Advantage quality ratings.
